Characteristics of Class:
– Responsible to Superintendent of Wastewater for ensuring compliance and enforcement of the City’s sewer use ordinance, sampling, and related record keeping.
– Under supervision of the Superintendent, performs simple and complex laboratory analysis to determine strength and constituents of wastewater and to determine efficiency of the treatment process. Compiles laboratory data on monthly operating report and enters pertinent data into computer.
Example of Duties:
– Reviews and analyzes industrial wastewater discharge monitoring reports and treatment systems submitted by industries. Meets with industrial representatives to discuss specific problems and solutions. Reinforces limits on maximum permissible concentrations of various substances found in industrial wastewater discharges. Coordinates and implements industrial sampling. Performs standard chemical and bacteriological tests on collected samples. Performs routine industrial sampling and flow monitoring. Interprets laboratory test results and prepares required reports. Reviews construction plans and specifications for compatibility of industries discharge with City’s sewer use ordinance. Coordinates with state and federal EPA officials to ensure City is in compliance with necessary regulations. Conducts emergency spill/response. Performs billing of surcharges from industrial sampling. Other related duties as assigned by the City Manager, Public Works Director, or Wastewater Superintendent.
– Daily process control testing to include, but not limited to temperature, pH level, chlorine residual, dissolved oxygen, chemical oxygen demand, ammonia, phosphorus, and solids analysis. Maintenance, standardization, and calibration of laboratory equipment. Daily record keeping. Compilation of daily data and computer data entry. Maintains laboratory in orderly and professional manner. Maintains sufficient inventory of necessary reagents, supplies, and equipment. Assists operation and maintenance personnel as needed. May be called upon for special research projects or to work other than normal business hours under adverse conditions. Duties may also include other work as assigned by the City Manager or Public Works Director.
Position Qualifications:
– Any combination of education and experience equivalent to graduation from an accredited community college or technical school with major course work in chemistry, environmental science or related fields. A B. S. or Associate degree with emphasis in chemistry, biology, or environmental science is preferred. Must possess a valid Kentucky driver’s license and a Kentucky Wastewater Treatment Plant Operators Class III license with at least three years’ experience working in a wastewater treatment plant
– Ability to successfully complete an employment physical examination to include the screening for illegal drug use. Should be in good physical condition and have the ability to move fifty pounds, bend, crouch, and kneel for extended periods. Ability to read and understand instructions. Must be able to maintain adequate records. Thorough knowledge of chemical principles, terminology, equipment, techniques, and laboratory tests pertaining to the chemical and biochemical analysis of water and wastewater samples. Thorough knowledge of the safe handling of hazardous chemicals. Ability to use laboratory and related equipment to compute and record test results. Thorough knowledge of cross-connection and backflow prevention equipment, procedures, and regulations. Ability to establish and maintain effective working relationships with staff, industries, and the public. Possess oral and written communication skills.

Reports To:
Wastewater Pretreatment Coordinator/Laboratory Technician reports directly to the Wastewater Treatment Plant Superintendent.

Requires climbing, bending, lifting, and carrying up to 50 lbs., as well as exposure to both hot and cold weather. Must work safely in an environment where possible chemical and mechanical hazards exist.

This position will work with a team and is responsible for maintenance of the water distribution system.
ESSENTIAL POSITION FUNCTIONS:
Performs semi-skilled tasks in the operation, construction, maintenance, and repair of water mains, service lines, water meters and related street and repair work under supervision. MENTAL AND PHYSICAL REQUIREMENTS

May be required to lift objects up to 50 lbs above waist level and must move throughout water plant facility, including climbing up and down steep stairs and ladders. Must monitor visual and audible alarms and operate a personal computer keyboard with monitor. Stand at bench and operate laboratory and water testing equipment. Must operate riding and push mowing equipment, string weed cutters and other small power equipment.
WORKING ENVIRONMENT AND CONDITIONS
This position involves working within an indoor office environment around general office equipment, moving, pressurized equipment and chemicals as well as working outdoors in all types of weather. Must work a shift with no supervision. Some travel required to other locations within Kentucky. Position requires working various shifts at all times of the day and frequently working on holidays.
EDUCATION, EXPERIENCE AND TRAINING
Bachelor’s Degree in engineering, science, or equivalent from an accredited college or university is preferred.
