The successful applicant shall be exceptionally knowledgeable of water distribution operations and understand the mechanics and methods of operation.
The preferable candidate would have two years of hands-on water distribution operations experience and 1 or more years of related experience.
REQUIREMENTS:
– Must be a graduate of an accredited high school or equivalent.
– Must be willing to work flexible hours and perform on-call duties as required.
– Must have a Grade II Water Distribution Certification
– Ability to obtain (and maintain) a Grade III Water Distribution System Operator Certification in a period of 24 months of hire date, possession of a Grade III Water Distribution Certification is preferred.
– Ability to satisfactorily complete the Operation of Water Distribution Systems, Volume I of California State University, Sacramento.
– Must possess a valid driver’s license (CDL-A preferred).
– Must pass a background check and drug screening.

Standard scheduled hours: Monday- Friday 8 AM-430 PM. Additional on-call duties are required.

FIND Outdoors – Class 1-AD Drinking Water Treatment System Operator and Class 1-D Water Distribution System Operator in Charge for the Gladie Visitor Center, Stanton, Kentucky

Description:

FIND is seeking a firm or an individual (Firm) to act as Operator in Charge and be responsible for operation and reporting of the drinking water treatment system at the Gladie Visitor Center in the Red River Gorge of the Daniel Boone National Forest. The selected firm must hold certifications from the Kentucky Division of Water for Class 1-AD Drinking Water Treatment System Operator and Class 1-D Water Distribution System Operator.
The selected firm will:
Perform work in treatment of raw water using filtration and sodium hypo-chlorite feed system that changes the taste, odor, or chemical content of the water through accomplishment of the following assignments:
Monitors gauges, meters, pumps, filters, chemical feeders, and recording and controlling devices according to a prescribed schedule and performs routine operator maintenance. Adjusts valves and pumps to control and aerate water flow. Performs minor preventative maintenance on chemical feeders, pumping stations, and other equipment.
Performs water treatment tests to check pH level, turbidity, and chloride content. Adds chemical agents to chlorinate water as needed. Makes all adjustment in chemical feed, pump rates, and reservoir elevations based on test results, chemical concentrations, chemical test results, and elevation levels. Will be occasionally required to enter data into a computer database.
Responsible for conducting tests and measurements within prescribed State and Federal standards. Submits Monthly Operator Reports to the Kentucky Division of Water. Receives, checks, records and
unloads water treatment chemicals and obtains samples for testing to determine the quality of chemicals. See attached document, Operation of Federally Owned Drinking Water System.
Oversees the construction, maintenance and cleanliness of the water distribution system. Lays lines, maps lines, sanitizes/hyper-chlorinates lines, repairs minor leaks, etc.
Trains up to four (4) Forest Service Operators in Training in drinking water treatment and distribution to attain experience required for certification.

Assures proper implementation of the System Capacity Assurance Program (SCAP), Sewer Line Replacement Program (SSLRP), Plumbing Modification Program (PMP), plan approval program for all devices required by the Fats, Oil & Grease Policy (FOG), plan approval programs for all single family construction and the proper implementation of the downspout disconnection program. Develops and implements policies/procedures to ensure quality control. Communicates and partners with customers, representatives, elected officials and community regulators regarding private development and regulatory issues. Identifies gaps in department delivery and troubleshoots across delivered services to foresee and resolve problems. Develops, recommends and manages the operating budget for the section. Manages professional, technical, administrative and contract staff.

Essential Job Functions
Provides high quality services and meets community and regulatory commitments. Establishes and enforces design/construction standards, details and specifications for collection, drainage and green infrastructure system, structures and facilities. Ensures operations involvement in design approvals. Coordinates with legal department regarding easement acquisitions, permitting requirements and contract negotiations. Ensures staff has the tools, expertise, knowledge and standard operating procedures necessary to review and approve preliminary plans, construction drawings, design calculations, specifications, drawing revisions, technical submittals, contracts, bonds and permits for land development activities. Considers the needs/requirements of the stakeholders in the development of procedures utilized or implemented. Manages the pretreatment plan review program activities including plan review, inspection of new and existing facilities, issuance of field correction notices, customer education, proper facility installation, and approval of new products. Develops and implements policy and procedures to ensure proper application and tracking of development impact fees and charges. Reviews and approves/denies requests for deviations from specifications and design manual related to privately funded projects. Analyzes new requests for sewer service. Manages the SCAP Capacity Assurance Committee. Facilitates discussions of dry and wet weather issues with gravity sewers, pump stations, treatment plants and existing sanitary sewer overflows. Coordinates and communicates with EPA, DOW, and regulatory services staff. Oversees administration of the Plumbing Modification Program (PMP) and Sanitary Sewer Line Replacement Program (SSLRP) through developments and implementations of department procedures and policies; ensures the programs are utilized appropriately; manages program staff in their evaluation of bids, preparation of loan documents, preparation of liens and final inspection of facilities. Leads stakeholder outreach efforts related to private development planning, design, construction and permitting issues. Provides direction to engineers and developers on sewer system and drainage system development to ensure adherence to MSD policy and action plans. Serves as liaison to the Development Advisory Committee and the Building Industry Association. Oversees communications to the public regarding the functionality of sanitary facilities, storm facilities, green infrastructure, plumbing modification programs and MSD’s policies and procedures. Oversees communications and coordination regarding obtaining sewer services, the lateral extension approval process and site development approval procedures and policies. Exercises functional area expertise and strategic awareness and organizational awareness to develop and articulate the overall vision/goals for the program. Develops, oversees implementation and monitors adherence to production goals and work quality standards. Evaluates staff performance and assigns performance and production goals. Makes hiring, discipline and termination recommendations. Participates in succession planning and staff Individual Development Plans. Implements and enforces policies and procedures. Coaches and mentors staff. Ensures internal and external commitments of program and staff are met. Manages inter/intra department conflicts as needed. Develops and oversees administration of the operating budget across all program functions. Supports the development of and administers the annual CIP. Ensures staff compliance with records management procedures.

Knowledge, Skills and Abilities Necessary to the Work
Knowledge of engineering principles and techniques; knowledge of planning, design, construction and maintenance of separate sanitary sewer collection systems, combined sewer collection systems, pump stations, force mains, pressures sewer systems, stormwater collection systems and green infrastructure; knowledge of laws, regulations policies and ordinances related to sanitary sewers, storm sewers and planning/zoning; knowledge of general management and supervisory techniques/principles; skill in oral and written communication; skill in managing multiple priorities; skill in exercising tact and diplomacy; skill in operating a PC and associated Windows environment software (Microsoft Word and Excel); ability to supervise a diverse workforce; ability to analyze problems and initiate solutions; ability to negotiate; ability to review/interpret engineering submittals and complex construction schedules; ability to exercise judgment and discretion; ability to maintain accurate records; ability to be courteous and helpful under pressure.

Minimum Requirements
Bachelor degree in engineering from an ABET accredited engineering program; eight or more years experience working as a licensed professional engineer (total minimum of 12 years), with a minimum of eight years of demonstrated, relevant experience as a project manager or project design manager of both large wastewater collection, conveyance and pumping systems structures/facilities and stormwater drainage and detention system structures; five or more years demonstrated experience with the permitting and/or implementation of Clean Water Act regulation at the local, state and federal level; five or more years supervisory experience; an equivalent combination of education and experience may be substituted in certain circumstances. Must possess a Professional Engineer’s License (Kentucky PE License or ability to obtain through state reciprocity within 6 months). Must possess a valid driver’s license. IV-A Public Water Treatment Plant under limited supervision. Performs all phases of the water treatment
process, equipment maintenance and cleaning, computer based records management, and water quality
testing. Operate, monitor, and calibrate water quality instrumentation. Receive and answer customer
phone calls. Carry out research and pilot studies as needed to optimize and improve plant operations.
Provide daily reports and updates to other operators and plant supervisor. Monitor chemical levels and
dosage rates. Perform jar tests and other indicators of water quality within plant. Understand and follow
the regulations enforced by the Kentucky Division of Water. Comply with and follow District and industry
safety standards. Acquire bacteriological laboratory analyst certification within a reasonable time. This
