Job Summary
Manages the treatment facilities liquid and solids treatment processes to ensure the efficient operations with the highest quality effluent possible, the highest quality final biosolids product and compliance with all local, state and federal regulations. Responsible for regulatory reports and approvals and communications with various agencies. Manages all aspects of treatment facilities operations staff. Coordinates the needs of other MSD departments and divisions with treatment facilities operations and maintenance responsibilities. Provides operational, engineering and technical review for all capital projects. Coordinates capital projects with treatment facility operations. Coordinates testing for specialized liquid and biosolid samples. Prepares and submits multiple reports associated with liquid and solid processing, chemical use and other mission critical processes. Coordinates and reviews capital and operations projects training schedules and operations and maintenance information/manuals. Prepares and submits annual budget requests. Coordinates with consultants and other external sources on potential treatment facilities improvements.
Essential Job Functions
Coordinates with plant operations and maintenance supervisors as related to treatment facilities processing needs. Manages operations personnel. Coordinates with all internal MSD divisions to ensure achievement of consent decree, KPDES effluent permit parameters and conformance with the Environmental Management System, MS4 and SWPPP. Ensures safety compliance is enforced and maintained. Establishes, implements and reviews results of operational parameters and determines adjustments for various stages of the treatment facilities processes. Coordinates operations with MSD departments to ensure engineering, regulatory, budgetary and personnel needs are met. Coordinates with maintenance departments to determine equipment replacement and repairs. Coordinates capital projects related to the treatment facilities processes. Provides engineering, technical and operations/maintenance review comments to design consultants. Provides coordination/scheduling activities during construction, start-up and training. Reviews operational staffing needs with management. Evaluates operation training and qualification requirements. Evaluates supervisory personnel and provides goals and goal setting recommendations. Reviews and prescribes necessary updates to standard operating procedures.
Knowledge, Skills and Abilities Necessary to the Work
Knowledge of wastewater treatment principles and practices; knowledge of engineering principles and techniques, knowledge of local, state and federal regulations as they pertain to wastewater treatment; skill in oral and written communication; skill in project management; skill in performing mathematical calculations; skill in operating a PC and associated Windows environment software (e.g. Microsoft Office Suite); ability to review and comment on design concepts, plans and specifications; ability to perform data and trend analysis; ability to supervise a diverse workforce; ability to exercise judgment and discretion; ability to handle multiple priorities; ability to establish goals and priorities; ability to analyze problems and initiate solutions; ability to be courteous and helpful under pressure; ability to work under heavy surges in workload and deadline pressure; ability to work 24 hour emergency response, various shifts and weekends.
Minimum Requirements
Bachelor Degree in engineering or a related field; seven or more years of experience relating to wastewater treatment plant operation; an equivalent combination of education and experience may be substituted. Must possess two or more years of supervisory experience. Must possess a Kentucky Wastewater Treatment Operator Class IV license. Must possess a valid driver’s license. Must have safe work and driving habits.
