Position Summary:
The General Manager is the chief executive officer of the Edmonson County Water District and is responsible for managing and directing all administrative, operational, and financial activities of the District. Under the direction of the Board of Commissioners, the General Manager leads and supervises all aspects of the District’s operations, including administration, finance, water system operations, compliance, and community relations. The ideal candidate will have a strong understanding of the challenges and opportunities associated with rural water utilities, particularly in Kentucky.

Key Responsibilities:
Leadership & Administration:
• Direct, supervise, and evaluate staff across all functional areas including field operations, customer service, finance, and compliance, while fostering a safe and productive work environment.
• Develop and implement policies, standard operating procedures, and operational plans to ensure efficient District performance.
• Provide leadership in developing short- and long-term strategic plans.
Board Relations:
• Serve as the primary advisor and liaison to the Board of Commissioners and implement their decisions.
• Prepare and present agendas, reports, budgets, and recommendations at Board meetings.
• Advise the Board on operational, financial, and regulatory matters affecting the District.
Operations & Maintenance:
• Oversee the operation, maintenance, and improvement of water supply, treatment, storage, and distribution systems.
• Ensure compliance with all applicable water quality and environmental regulations, including those from Kentucky Division of Water (DOW) and federal EPA drinking water standards.
• Coordinate field staff activities both routine and emergency situations, including system maintenance, leak repairs, and customer service calls.
Financial Management:
• Prepare, manage, and monitor the District’s annual operating and capital improvement budgets.
• Monitor and control expenditures; ensure sound financial practices and transparency.
• Ensure accurate billing, collection, accounting, and financial reporting practices.
• Identify and pursue funding sources such as USDA Rural Development grants, loans, and SRF programs.
Regulatory Compliance & Reporting:
• Ensure full compliance with all state and federal water system regulations.
• Submit reports to regulatory bodies including the Kentucky Division of Water and Public Service Commission (PSC).
• Maintain up-to-date records, permits, and system documentation.
Community & Stakeholder Relations:
• Communicate effectively with customers, the public, media, and government officials.
• Address customer concerns and service inquiries in a timely and professional manner.
• Build partnerships with local governments, regulatory agencies, and neighboring districts.
• Represent the District at public meetings, regional water consortiums, and with state/federal agencies.

Qualifications:
Education & Experience:
• Bachelor’s degree in Public Administration, Business, Engineering, Environmental Science, or a related field (equivalent experience may be considered).
• Minimum 5–10 years of experience in water utility management or public works, including supervisory responsibilities.
• Experience working with a governing board and the Public Service Commission.
Knowledge of:
• Operation and maintenance of small water systems, including pumps, treatment facilities, and distribution infrastructure.
• Regulatory compliance, budgeting, and grant administration.
• State and federal water quality, health, and safety regulations.
Skills and Abilities:
• Ability to work independently, make decisions under pressure, and manage limited resources effectively.
• Strong problem-solving, communication, and interpersonal skills.
• Proficiency in basic business/office software and utility billing/accounting platforms.

Licenses & Certifications:
• Valid Kentucky driver’s license required.
• Kentucky Class IIIA or higher Water Distribution and/or Treatment Operator License preferred or required within a designated time frame.

Work Environment:
• Combination of office and field work; frequent travel within the District service area is required.
• Must be available for emergency calls and after-hours issues, including weekends and holidays as necessary.
• Occasional travel for training, meetings, and site inspections.
