City of Maysville – Utility Manager

Description:

The City of Maysville is currently accepting applications for a full-time Utility Manager. The Utility Manager for the City of Maysville is a leadership role responsible for overseeing the efficient and effective operation of the Utility Department for the city. This position requires strong organizational, managerial, and technical skills to ensure the delivery of reliable water, maintenance of the wastewater system, and other utility services to the residents and businesses of Maysville.

Primary Responsibilities:
• Plan, organize, and direct the day-to-day operations of water treatment plant, wastewater treatment, and related utility services.
• Ensure compliance with federal, state, and local regulations pertaining to water quality, environmental standards, and safety protocols.
• Monitor and optimize the performance of utility systems, identifying and addressing operational issues promptly.
• Responsible for managing all aspects of the municipal water and wastewater treatment plant, site laboratory, wastewater and pumping stations.
• Administers capital projects, safety compliance, internal and external reporting, contracts, finance and regulatory compliance.
• Oversee maintenance and repair activities for utility infrastructure, including pipelines, treatment plants, pump stations, and related equipment.
• Coordinate and manage capital improvement projects, including planning, budgeting, procurement, and implementation.
• Develops strategies, short-term and long-term goals and objectives to improve the efficiency and effectiveness of the water and wastewater operations; participates in the annual plant budgeting process and prepares standard reports as needed; and participates in project progress meetings to accomplish goals as needed.
• Lead and supervise a team of utility staff, including operators, technicians, and administrative personnel.
• Develop and implement training programs to enhance the skills and knowledge of utility personnel.
• Conduct performance evaluations, provide feedback, and promote a positive work culture.
• Responsible for the appointment, advancement, and discipline of all employees within the utility department.
• Responds (or manages response by subordinate staff) to after-hours plant alarm calls or similar activities. May work in all weather conditions. May need to work extended or off shifts during wet weather events or plant emergencies.
• Respond to customer inquiries, concerns, and complaints related to utility services in a timely and professional manner.
• Collaborate with customer service representatives to ensure accurate billing, meter reading, and service adjustments.
• Attends meetings of the City of Maysville Board of Commissioners.
• Additional duties as assigned.

Job Skills

• Familiarity with maintenance, operation, regulatory reporting and cost estimating software.

Requirements
• Bachelor’s degree in Engineering, Environmental Science, Public Administration, or a related field.
• Several years of progressively responsible experience in utility management, operations, or a related field.
• Strong knowledge of water supply, wastewater treatment, and utility infrastructure.
• Demonstrated leadership, managerial, and interpersonal skills.
• Excellent communication and problem-solving abilities.
• Familiarity with regulatory requirements and environmental standards governing utility operations.
• Proficiency in relevant software applications and tools for budgeting, data analysis, and reporting.
• Preferred applicants should hold a Class IV water treatment certification, or the ability to obtain the certification within 2 years of employment, and a Class III wastewater treatment certification.
